The Procurement Department is a key function in consolidating and strengthening Comadur SA’s position as an industrial benchmark in the fields of synthetic crystals (sapphire, ruby, etc.), technical ceramics (alumina, zirconia, nitrides, carbides, etc.) and production technologies for rare earth powders (polyrubies, micro-magnets, etc.), all with the outstanding aesthetic and technical requirements of the “Swiss Made” label.

GENERAL PURCHASING CONDITIONS
Our Purchase Order (equally Subcontracting Order or Work Order or Service Order) is placed exclusively based on Comadur’s General Purchasing Conditions (GPC) or a Business Agreement concluded between Comadur SA and the partner. Any deviation from our GPC or Business Agreement must be agreed and accepted in advance in writing.

Only Purchase Orders in written and signed form or by recognized EDI from Comadur SA are valid. Purchase Orders will be sent to the partner electronically in PDF format by email, and refer systematically to applicable drawings, datasheets, and specifications through their document and revision numbers.
The Purchase Order number is to be referenced in all subsequent documents communicated to Comadur SA. Comadur SA reserves the right to decline documents that do not correctly reference the associated Purchase Order number.
Order confirmations must be sent within 24 working hours electronically in PDF format to the purchaser at their email address referenced on the Purchase Order.

As such Comadur SA only engages in business relationships with partners who share our expectations and commitment to corporate social responsibility. We believe in working constructively with our partners and reject questionable business practices.
Upon request, the partner shall provide Comadur SA with indirect emissions data according to scope 3 from the GHG protocol (Greenhouse Gas Protocol).

MATERIAL COMPLIANCE & REGULATORY REQUIREMENTS
Partners and the delivered products and services must comply with all local, national, and international laws and regulations.
Conflict minerals legislation, RoHS and REACH and similar provisions, require partners to provide information regarding prohibited substances throughout their supply chain.
In this respect, Comadur SA requires its partners to safeguard that products do not contain prohibited substances restricted by such regulations. The partner must declare at the earliest knowledge (e.g. on the quotation, during product development or the samples phases) of the presence of such substances and the reasons why. In all cases before delivery of products with said substances.

Conflict Minerals
All partners delivering watch components and casings that use so-called “conflict minerals”, i.e. tantalum, tin, tungsten and gold and the ores from which they are extracted, undertake to clearly indicate the origin of the material.
The extraction of certain raw materials in the Democratic Republic of Congo (DRC) and neighbouring countries contribute in part to considerable human rights violations and the financing of violent conflicts in the region.
It is therefore imperative to:
• Obtain information on the sources of conflict minerals
• Inform its customers of the sources of the conflict minerals used in its products
• Where commercially possible, stop supplying products containing conflict minerals
The preferred method to determine the origin of the various materials and to provide Comadur SA with this information is to use the official questionnaire of the Electronic Industry Citizenship Coalition (EICC).
We also expect our partners to request this information throughout their own supply chains and provide the EICC questionnaire to Comadur SA on request.
Directive RoHS
European Directive 2011/65/EU (WEEE II), formerly 2002/95/EC, limits the use of lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls (PBB) and polybrominated diphenyl ethers (PBDE) in electrical and electronic equipment on the European market.
Comadur SA expects its partners to comply with this directive and all future versions and provide their declaration on request. The declaration is to be consistent in respect to the Swatch Group Quality Management (SGQM) declaration (model available on request).
REACH Regulation
REACH (1907/2006) is the European chemicals regulation on the registration, evaluation, authorisation and restriction of chemicals, including those contained in everyday objects such as watches and jewellery.
REACH impacts your company in two ways:
• Directly, in connection with the obligations concerning your company’s activities
• Indirectly from the obligations of your suppliers, who may influence your activities if they do not comply with the obligations
Comadur SA expects its partners to comply with this regulation throughout their supply chain and provide their declaration on request.
Chemical Products
For chemical products, an applicable MSDS must be provided in advance with the quotation and then in the event of any changes.

ORIGIN & SWISSNESS
The origin of goods can be classified into two different categories under Swiss law. On the one hand, under the Free Trade Agreements concluded by Switzerland/EFTA, considered as “preferential origin”. Preferential origin is defined based on the corresponding agreements with the free trade partners and allows preferential access to the respective export markets (e.g. the EU, China), generally without or with reduced import duties.
On the other hand, “non-preferential origin” or autonomous origin regulates the “origin” of a product. The corresponding legal bases (OOR Ordinance/OOR-DEFR Ordinance) determine when a product may be designated with Swiss Origin (country of origin). A non-preferential certificate of origin confirming/certifying the country of origin is required for exports to countries with which no free trade agreement exists.
Non-preferential origin varies from country to country, while preferential origin is only used under Switzerland’s existing free trade agreement.
Comadur SA, for its part, requires the corresponding proof from its partners so that the respective country of origin or non-preferential origin as well as the preferential origin can be proven when the final products are exported and confirmed by the Swiss exporter. Comadur SA, in turn, is only able to certify the origin of the products to its customers based on the relevant information relating to the semi-finished products delivered by its partners.
Preferential Origin (under free trade agreements)
Partners based in Switzerland confirm preferential origin by virtue of the respective free trade agreement insofar as the relevant conditions are met. Confirmation is made by means of a partner’s declaration on the commercial invoice and should take account of all the free trade partners for which the product has preferential origin. The relevant information is available on the Swiss Federal Customs Administration website.
Partners based abroad confirm the preferential origin of their products in accordance with local regulations by means of a declaration on the invoice or on a form EUR.1/EUR.MED/EUR.JP/EUR.CN.
Non-preferential Origin
Partners based in Switzerland confirm non-preferential origin by means of a partner’s declaration on the respective invoice or by having the invoice validated by the relevant chamber of commerce. For further information, please contact the chamber of commerce in the canton in which your company is based.
Foreign partners must provide proof in accordance with local regulations. In all cases and independently of the above-mentioned proofs, the country of origin of each product/item must be indicated on the invoice and on the delivery note.
Swissness
Comadur SA capitalises on its unique know-how to constantly develop new industrialisation technologies and create Swiss Made products.
To obtain the “Swiss Made” label, 60% of the value creation of the watch or component must take place in Switzerland. This means that more than 60% of manufacturing costs must come from Swiss production.
We expect all Swiss partners to be familiar with Swiss Made legislation, in particular the amendments that came into force on January 1st 2017 to the ordinance governing the use of the name “Swiss” for watches (RS 232.119).
To be able to provide proof of the Swiss Made label at any time, we ask all our Swiss partners to confirm that the goods delivered comply with Swiss Made regulations and to provide a list of the items delivered indicating whether each item qualifies as Swiss Made.

Feedback and the performance of our partners are part of this collaboration. Comadur SA will examine and evaluate the partner’s performance according to the following criteria:

The quality of the goods delivered, and the services provided by our partners have a direct influence on the quality of Comadur’s products. Comadur SA expects our partners to deliver goods that are free of defects and conform to specifications.
Comadur SA measures the conformity of deliveries and expects delivery times and quantities to be respected.
Our expectations in terms of competitiveness are for partners to submit competitive and transparent tenders, competent assessment and fulfilment of tender requirements, the presentation of proposals and innovations, and active support for our sustainability measures.
As well as complying to regulations and laws, responsiveness, accuracy, flexibility and research and development skills to support innovative product development and improvements are all essential criteria that Comadur SA considers when assessing partner performance.
The results of the partner evaluations influence decisions including awarding orders and new projects.
